The construction and operation of Ust-Luga Commercial Sea Port in Luga Bay of the Gulf of Finland have driven the integrated development of portside areas. The major infrastructure project is being implemented by JSC Ust-Luga Company, the Project Manager and Developer of Ust-Luga Commercial Sea Port.

The first phase

The first phase, i.e. the construction of the modern multipurpose port, the largest one in the Baltic Sea, has been successfully completed. The government’s task to eliminate the deficit of port facilities on the Baltic Sea and redirect traffic from Baltic and Finnish ports to Russian ones has been accomplished.

The second phase

The second phase involves the integrated cluster-based development of the area adjacent to the port. The centerpiece of the project is the operating port, and its driving force is the Ust-Luga Industrial Park whose anchor investors will be advanced hydrocarbon processing plants, while satellite and other companies will be the links of their production chains.

A satellite town called Ust-Luga is already being built near the port. Majestic Holy Trinity (Naval) Cathedral with St. Nicholas’ Chapel and the Chapel in Honor of the Tikhvin Icon of the Mother of God has become the first building in the docking town. The cathedral was built on the highest point, with its golden domes serving as a beacon for vessels that arrive in Ust-Luga.

It is planned to create a favorable environment for tourism development and regional recreational areas on the basis of the Kurgalsky and Kotelsky Reserves. A project of a multi-purpose tourist and recreational complex to be located near the mouth of the Vybya River has been developed. Beautiful natural beaches and pine dunes on the West Coast of the Kurgalsky Peninsula can become a substitute for Jurmala and Palanga, former Russian resorts.

The project meets all prerequisites for successful implementation. Houses for port construction workers and their families are already being built in the future docking town of Ust-Luga. The concept of the Ust-Luga Industrial Park has been developed in cooperation with leading management, industrial consulting and project financing experts with the support of the Government of the Leningrad Region.

Following the implementation of the project of the integrated development of the area, Ust-Luga will become not just a driver of the social and economic development of the region, but also an attractive place to live with high paying prestige jobs and comfortable housing having well-developed infrastructure and surrounded by wildlife areas.
