The city

Ust-Luga Port and the Ust-Luga Industrial Park first and foremost involve people. A project for the construction of a new settlement, a docking town called Ust-Luga, is being implemented for those who work at the port now, who will work in the Ust-Luga Industrial Park, who engage in business in these areas and who just live there. The construction project is being carried out as part of the Project for the “Integrated Development of Ust-Luga Commercial Sea Port and the Surrounding Area”, which has been included in the list of priority investment projects of the North-Western Federal Circuit, as approved by the Decree of the Government of the Russian Federation of 02/07/2012.

The new docking town of Ust-Luga will be located near the village of Ust-Luga.

The designers have found solutions to preserve regional wildlife areas. The town will have a large park with natural ponds, as well as schools, kindergartens, a shopping mall, a leisure center, a clinic, a hospital, consumer service providers, and modern berths on the banks of the Luga River.

The new settlement is to combine various types of development. High- and medium-density zones will consist of 4–5- and 2-storey buildings, respectively. The town is also to have low-rise villa development areas with garden plots measuring from 0.12 to 0.15 ha.

Laukkaan Ranta Housing Complex has become the first block of the future town. The first stage has already been completed. The second stage comprises three five-storey residential buildings with 177 apartments, each having its own landscaped area with children’s playgrounds and sports fields, as well as dedicated parking spaces. The adjacent block has a secondary school for 350 pupils; a new kindergarten is to be constructed in the immediate vicinity of the complex in 2017. An administrative and hotel complex is to be built next to residential buildings to accommodate a grocery store, public catering outlets, consumer service providers, a commercial banking outlet, a post office, a community police office, offices, shops and a hotel. In addition, a sports and recreation center is to be constructed in 2016–2017.

Holy Trinity Naval Cathedral with St. Nicholas’ Chapel has become an architectural and spiritual dominant of the docking town. The majestic cathedral was built on the highest point, with its golden domes serving as a beacon for vessels that arrive in Ust-Luga.

To that end, JSC Portzhilstroy has been established to design and build the new town.

City construction is in accordance with the plan of development of the territories adjacent to the port of Ust-Luga.
